What is CBD flower? The dried bud, the label and what is on our menu today

In short. CBD flower is the dried bud of a hemp plant bred to make CBDA, the acid form of CBD, instead of THCA, the acid form of THC. It looks like any other cannabis bud. The lab report, not the colour or the smell, tells you which one you have. Our menu today is not CBD flower: it is high-THCA hemp flower, and every bag says so.

Checked Oct. 4, 2026.

The plant, the bud, the acid

Cannabis plants make cannabinoids in tiny resin glands on the flower, mostly in acid form. Which acid a plant makes is largely set by its genes. A long-running breeding study showed that a single locus decides whether a plant leans to THCA, to CBDA, or to a mix of both (de Meijer and colleagues, Genetics, 2003).

  • A plant that makes mostly CBDA is what sellers call CBD flower.
  • A plant that makes mostly THCA is what sellers call THCA flower, and, in a licensed store, simply cannabis.
  • Some plants are bred for CBGA, the parent of both. Their bud is sold as CBG flower.

Heat changes the acids. Smoking or baking turns CBDA into CBD and THCA into delta-9 THC. That is why a raw lab number and the “total” number on a report differ.

How a lab report tells them apart

A certificate of analysis (COA) lists each cannabinoid as a percentage of the dried flower. Two lines matter most for a CBD flower label:

Line on the COA What it means for CBD flower
Total CBD CBD + (0.877 × CBDA). This is the CBD the bud carries once heated. The 0.877 is the weight CBDA loses as it becomes CBD
Total THC Delta-9 THC + (0.877 × THCA). For flower to count as hemp after Dec. 11, 2026, this must be 0.3% or less by dry weight

A bag sold as CBD flower should show a large total CBD figure and a total THC figure at or under 0.3%. A bag with a total THC figure in the teens or twenties is THCA flower, whatever the name on the front says.

Why CBD flower is not THC-free

Plants bred for CBD still make a small share of THCA, and that share moves with genetics, weather and harvest date. A Cornell field trial of 30 high-CBD hemp cultivars found wide variation within and between cultivars and called for more breeding to get uniform, legally compliant plants (Stack and colleagues, GCB Bioenergy, 2021). Our page on CBD flower and THC walks through the numbers.

What the law counts, and the Dec. 11 change

As of Oct. 4, 2026, the federal hemp definition still counts only delta-9 THC (7 U.S.C. 1639o). From Dec. 11, 2026, it counts total THC, THCA included, at 0.3% of dry weight (Section 781 of P.L. 119-37; the date was set by H.R. 6500). The same law also caps final hemp products at 0.4 mg of total THC per container, and the Congressional Research Service summary does not settle how that applies to packaged flower (CRS IF13136).

States make their own rules on smokable hemp, and some restrict or ban it. Check yours before you buy any flower, CBD or THCA.

What CBD flower is not

CBD flower is not a medicine. The only CBD product the FDA has approved is a prescription drug for two rare seizure disorders, and the agency has not evaluated over-the-counter CBD products for whether they work or are safe (FDA). The NIH also notes that store-bought CBD products may hold more or less CBD than the label says, and may contain THC (NCCIH). We make no health claims for any flower.

What our menu is today

Our menu today is hemp THCA flower, greenhouse grown, sold by the half pound and the pound. Each product is named “hemp THCA flower” and shows its grade, THCA % and total THC from its lab report. A flower without those values is not on the menu. We do not sell CBD flower yet. When federal law changes on Dec. 11, 2026, we plan to sell CBD and CBG flower under this name, labelled the same plain way.

Our menu today is high-THCA hemp flower, not CBD flower. Smoked, it gets you high and shows up on THC drug tests.

Questions

What is CBD flower?
The dried, cured bud of a hemp plant bred so that most of its cannabinoids are CBDA, the acid that heat turns into CBD. It looks and smells like any other cannabis flower. Only a lab report shows which acid the plant made.
Does CBD flower have THC in it?
Some, yes. Plants bred for CBD still make a little THCA and delta-9 THC. To count as hemp after Dec. 11, 2026, total THC, which counts THCA, must be 0.3% or less by dry weight.
Is the flower sold by CBD Flower Co. CBD flower?
Not today. Our menu is high-THCA hemp flower. Smoked, it gets you high and shows up on THC drug tests. Each bag is named hemp THCA flower and shows its THCA % and total THC.
Why is the shop called CBD Flower Co.?
The name is for the shop we plan to be after Dec. 11, 2026, when high-THCA flower stops counting as hemp under federal law. From then on we plan to sell CBD and CBG flower.

Our menu today is high-THCA hemp flower, not CBD flower. Smoked, it gets you high and shows up on THC drug tests.
