Buying CBD flower online: what to check before you order, from any shop

In short. When you buy CBD flower online, the seller’s paperwork matters more than the photos. Ask for a lab report that matches the lot, check total THC as well as CBD, check your state’s rules, and know what changes on Dec. 11, 2026. We use the same checks for our own menu, which today is hemp THCA flower, not CBD flower.

Seven checks before you order

  1. A lab report for the lot you are buying. The lot code on the product page should match the sample ID on the certificate of analysis (COA).
  2. Total THC, not only delta-9. Total THC is delta-9 THC plus 0.877 × THCA (7 CFR 990.1). For CBD flower it should be 0.3% or less. Our page on CBD flower and THC shows the sum with examples.
  3. Total CBD, worked out as CBD plus 0.877 × CBDA, so you compare like with like.
  4. A contaminant panel for pesticides, heavy metals, microbials and mould.
  5. Your state’s rules. Federal law is the floor, not the whole answer. Several states restrict or ban smokable hemp, and rules change often. Check where you take delivery before you order.
  6. An age check. A careful seller confirms you are 21 or older, on the site and again at delivery.
  7. A plain way to reach a person. A phone number and hours on every page, and a name on the receipt.

The Dec. 11, 2026 change

As of Oct. 4, 2026, federal law defines hemp by delta-9 THC alone (7 U.S.C. 1639o). On Dec. 11, 2026, the definition switches to total THC at 0.3% of dry weight, THCA included (P.L. 119-37, sec. 781; date set by H.R. 6500). CBD flower with a total THC figure at or under 0.3% stays within that line. The same law adds a 0.4 mg total THC limit per container for final hemp products, and as of today it is not settled how that limit treats a bag of flower (CRS IF13136). Buy with that open question in mind, and keep the lab report.

Red flags

  • Health claims of any kind. The FDA has not reviewed over-the-counter CBD products for safety or effect (FDA).
  • “THC-free” flower. Flower cannot be THC-free.
  • A lab report with no lot code, no date, or a lab you cannot find.
  • A request to pay by gift card, or for card details by text message.
